The EU RU/IM Telematics Joint Sector Group (JSG) held its meeting on 18 September 2019 in Brussels linked to the coordination and cooperation within the process to further revise TAP & TAF TSIs. This process had been presented by the European Commission and ERA on 20 June 2019 and describes how the revision is going to be executed.
As feedback, UIC shared the views consisting of further synergies with current and future projects in the field of the RU/IM telematics and linked to the Eurasian region.
Coordination of coding
The issues linked to the European Commission decision (ЕС Act 2018/1614) were discussed. UIC presented an analysis of both the UIC and OSJD positions. The proposal by EC & ERA migration of codes from digital to text field types (transition from 4N format to 4AN format) can be considered as a promising idea. Nonetheless, UIC still needs a number of additional consultations and discussions with OSJD, which is a significant participant of the RICS system for the Eurasian region, with the aim to provide further clarifications and convince Eastern partners on joint and synchronised migration to be beneficial for all those involved in using the RICS system. It is still expected that ERA should justify and provide an analysis of cost-effectiveness of such a migration for participants in both the EU market and participants involved or integrated into information exchanges outside the EU.
Synergies of processes
- JSG received feedback from Change Control Management WP and addressed items linked to simultaneous alignment between TAP RU/IM and TAF revisions. JSG stressed the social consultation as an important stage within the revision process.
- The feedback from UIC/OSJD seminar held on 29 May 2019 in Budapest was presented. This non-EU process under the supervision of UIC needs to be efficiently coordinated with the one managed by JSG within EU, therefore UIC is able to provide a bridge as having the strategical partnership with OSJD.
- In the frame of Shift2Rail (S2R), railway companies and manufacturers are performing the LynX4Rail project with the aim to design a Conceptual Data Model (CDM). This project planned from October 2019 to end 2022 has potential interferences with TAF/TAP data model (especially planning and operation processes) and RINF (partly included in BIG DATA). The JSG met S2R-CDM on 10 July 2019 for a first information exchange and to look for further synergies.
The next JSG meeting is scheduled on 8 November 2019 in Vienna.
