Vladimir Yakunin, President of Russian Railways, Dmitry Pumpyansky, President of Closed Joint Stock Company Sinara Group, and Peter Loescher, President and Chief Executive Officer of Siemens, have signed a memorandum to supply locomotives to meet the needs of Russian Railways.

The memorandum was signed in the Kremlin on 16 November 2012 during the 14th round of Russian-German intergovernmental consultations at the highest level under the chairmanship of the President of the Russian Federation Vladimir Putin and the Chancellor of the Federal Republic of Germany Angela Merkel.

According to the memorandum, Russian Railways confirmed its intention by the end of 2016 to purchase 221 DC electric 2ES10 locomotives made by Ural Locomotives LLC under a supply agreement between Russian Railways and RZD Trading House dated 4 October 2010, as well as to buy 675 freight electric main line locomotives produced by Ural Locomotives and equipped with asynchronous and commutator traction drive between 2016 and the end of 2020.
